This is the time of year when a lot of Phals set spikes, so you may be in luck! When they first appear it can be hard to tell a spike from a root, but roots are round while an initiating spike tends to be pointier. You'll know pretty quickly.
It's my practice to cut back fertilizer once a spike sets on a plant. It's stored everything it needs. I do slightly increase watering, though, just by a very slight amount, and also mist the roots a bit more often. Pretty vague, I know, and you're likely to get different answers.
