One more came in from ebay tonight. Please tell me those spots are acceptable?

At least it was packaged nice

Came in tiny 2.5" pot and the root was falling out.
If them spots are ok and will not infect my tiny collection I should repot in slightly larger pot and add bark then water real well?

No need to soak, right?

I would not worry about the spot but I would worry about the roots. Give them a good soak to see if anything turns green/firm.

Before buying from a vendor in the future, it is always best to look at reviews (Dave's Garden, the reviews here). There have been some very sad tales posted here of eBay orchid purchases. There are also some really spectacular eBay vendors. Real reviews on orchid and gardening sites tend to tell the difference.

Gave a real good soak, repotted.

When checking the plant tonight it was wobbly
and easily pulled out so I re-soaked for a little bit
and made the forest bark a little finer and then I
repotted.

Not too much watering for it is it?

How did the roots look after they were soaked? Were any green and firm?

If yes, remove the ones that were not and pot the orchid up in a large chunk medium, with everything but the roots above the medium (this helps prevent fungus issues with new growth).

If no, remove the dead roots and stake very firmly on top of a large chunk medium and then place it where it won't be moved for a time. A new growth should put out new roots and the roots will grow down into the medium.

One of the reasons I like red lava rock is, when I have bought yet another rootless Cattleya and have it staked on top of the medium, I can water the rock like crazy to help provide extra humidity for the orchid without worrying about the rock decomposing.
