Those sticky-looking things coming out are old dead remains of roots. I believe the only place this plant will grow new roots is higher up on the stalk. If you have several sets of leaves, you might want to consider removing the lower leaf on each side to expose the new area for root growth...you may see a node where the new roots will grow. Then as others have suggested warm and light. Some people have increased success using a plastic baggy to increase the humidity but be careful of mold.
