The old bulb is almost completely brown and i can see black dots on it. It has alkost no roots. The base is dark brown. The other bulb with leaves the base ia alright but am worried whatever has affected the older one might spread to it. Also all the leaves tips are browning and has spread to 2 inches and more. Is it okay to cut off the older pseudobulb with no leaves altogether?

Yes. Cut it from the new pseudobulb with one cut, if possible. Look at the cut. If you see any dark brown on the portion attached to the new pseudobulb, sterilize the knife and cut again, until you see no dark brown.

Thank you for the help. I cut the old dying pseudobulb off the other one. Had to leave a small portion of it since the roots from the other bulb were clinging to it.
The portion that is cut is clear without any brown/black spot. Is there anything i should do to help heal the cut part on the plant?

No; let it dry for a few hours, and pot into a fast-draining medium in a small pot.
