Should the flower stems be cut to the base when "spent", or cut above a certain "bud"?

I would cut them all the way down if they are done blooming. A notable exception is Tolumnias which will branch and continue to bloom on old spikes.

Cut them down as far as possible. No big deal.

I do it to my Carnival costumes.
