A tip I learned on another board for rootless phals was every other day, put the plant upside down, into a fertilizer solution to keep the leaves hydrated and fed.
After a 20 minute soak, shake the water out of the crown and return it to the sphag and bag environment. A rooting hormone around the bare stem will help with new roots.
It really does work and keeps the current leaves totally hydrated.
Not trying to be picky, just trying to help, but -- it looks like the repotted one may have the 'crown' or growing point below the potting medium. Don't worry about re-repotting, just pull some of the top layer out of the pot to uncover the crown. The papery sheath-like things at the base of the plant are remnants of old leaves. Under these, roots sometimes form. Sometimes you see them growing right through the papery "sheath". Carefully cutting these away, or just peeling them back may aid in root growth. It will certainly eliminate a cozy place for fungi and mold to hide.
