Unfortunately I thought they were rotted and snipped them along with the rotten looking sections off so now it has no roots. I am new to orchids and it looked like they were rotting due to all the dark stuff around them.
So should I still soak it in water or?

Yes, I would still dip it in water once a day, and keep it warm and humid, in bright light. Use the seaweed perhaps once a week. There is a good chance the plant will grow more roots and survive. If not you learned a lot and the next one will do better.

Alright, thanks for the advice. Hopefully it pulls through.
So letting it soak in water for 15 minutes a day is still a safe thing to do even when it doesn't have roots?

With no roots I would just dip it.

Yes. With no roots the key is going to be keeping humidity high to minimize evaporative loss before the plant makes new roots.

If it had roots, I would go 15-60 minutes. With no roots, I would use anywhere between a single dip to 5 minutes.

I had the same thing happened to me. The bag didn't worked for me. Luckily, I have an empty 36 gallon fish tank. I tied the phal on a piece of mopany wood and just sprayed the wood with water everyday until a new root appears. Now it is growing more roots. Can't wait until the roots grab a tight hold of the wood. Hope this helps.
