Asconopsis Irene Dobkin is a beautiful thing, but it is notoriously difficult to grow (I have killed several). There are several other Asconopsis hybrids, which are much easier to grow.
WATER:
You are definitely giving it too little water. Neither Ascocentrum nor Doritis/Phalaenopsis like to go fully dry (let alone bone dry). You need to water when it is just barely moist. And, do what you can to keep the humidity up.
You need to provide a light dose of fertilizer every two weeks most of the year. From mid Nov through mid/late Feb, you can cut back to once a month. In next watering after fertilizing, make sure to drench (so you wash out leftover salts).
