When in doubt, insure. That makes them all think there is something valuable inside, and they sure don't want to have to pay for the loss.

Update: filed an official report, and within 12 hours they 'magically' located my package. I'm glad they found it, but ticked off I had to light a fire under them before they'd complete the transaction.
