There are mini and compact phal hybrids (as well as species obviously) that stay quite small. If your market is anything like the U.S., then it's probably not a species phal, more likely a hybrid.
It's also possible that it's a small-to-medium size phal that will eventually outgrow the pot. Many phals start producing flower spikes while they're quite young, and sometimes the phal producers will "force" the plants into blooming even if they're small.
I suppose without photos of the blooms, it's probably not possible to really ID the plants, especially if they don't have labels.
