Default stunted cym growth

Hi, I have purchased two seedling cym orchids; both under the same growing conditions. One started to sprout new leaves, but to only 3 inches. Can anyone hazard a guess as to why the leaves only partially grew? (The other cym shows no new growth) Thanks

Default stunted orchid growing environment

I have cyms partially enclosed under lights, with a humidifier, & small fan. Humidifier stays on 12 hrs a day.

Can you send a photo? Are these 3" growths from another single bulb? It may be that the new growths have rotted out in the center, but without seeing the actual growths, it is hard to tell.
