Interesting. Do you know how pollen falls into this? Is that exempt or is there paperwork, fees, etc for this as well?

I would suspect that pollen would be regulated like seed, but I honestly haven't looked into it. Because it is indeed plant material, and that specific term is used in several of the applicable statutes, you can bet its importation is regulated!
