I think that Ebay and these other big sites have a responsibility to prevent these sorts of mistakes from happening. They could easily have rules that prevent overseas vendors from sending plants to the US illegally. I am sure they find ways to prevent other illegal activity on their site.
If the US is truly going to prevent disease/pests/invasive species, they need to have some way to closely inspect lumber, cut flowers, fruit, plants, and every other item that is made of plant material. Many of the diseases plaguing crops/trees have come here on legal imports. I think about this quite a bit as I have a Chestnut battling the American Chestnut blight, I pull quite a few invasive species out of my yard and have seen the Ash borer. Living in an Agricultural area, I also worry about how lax laws are concerning plant viruses. Terrible! I do, then, understand your concern and the reason you are trying to make this point.
One way to 'import' orchids without all the worry is to either pre-order from a vendor who is coming to a US show and have them mail you the orchids after they have arrived in the US or, if you know a vendor, you can make arrangements for them to order your orchids when they are making their order. They have all the paperwork and understand the entire process.

I don't for one second think that the op had any idea of the issues and potential consequences involved with his/her actions. Including categorizing my involvement as rude. But I believe that last misunderstanding was cleared up in pm.

Glad it has been cleared up. Hopefully, your thread on the subject will help others understand the rules. I still believe that, if anyone is to blame, it should be the vendor and Ebay. Unless they state in the advertisement for the product that it is illegal to import without the proper paperwork, it isn't fair to blame the buyer who may be unaware that there is a need for proper paperwork.

I doubt that the USDA would agree, and really, who else's opinion matters?

People often don't like to read not only the fine print but the print period. I don't know about this particular case but many sellers say on the item's page that it's up to the buyer to obtain the proper permits and what not. I would bet most people don't read the whole page past the information about the product itself.
And no offense to the OP but were their pictures of these seeds online when you bought them, in other words did you know what you were buying? Hopefully next time you'll request pictures of what you're buying if they're not already present. Then do some research into what orchid seeds look like and compare.
Oh and do post feedback about your experience with this seller. Even if you can't stop the scam you can let others know you had a problem of this sort.

I had no idea about such things and I do read everything of the detail for w.e product I want to get. If I would have known, i wouldn't have bothered. But they didnt have much posted aside claiming that they are "orchid" seeds. I even msged the seller and they said yes.
And they had orchid pictures. Luckily i didnt pay too much.
I just wanted to get orchid seeds.

For the future, ask for pictures of the actual product you are going to buy. Having pictures of orchids means nothing but they have pictures of orchids, that's no proof they have seeds of any kind. And asking the seller if what they're selling really is what they say it is a bit pointless b/c if they were going to be honest in the first place they wouldn't have said they were selling orchid seeds.
File a case with ebay. Post feedback to warn other people.
