I agree - those are not orchid seeds, although if I did not return them (which ebay has always been good to do for me), then I would plant them and see what comes up!
As an answer to your second question of where to purchase orchids seeds, I would suggest you look at purchasing orchid flasks or community pots of seedlings, or else you would have to be able to do all the time consuming work of flasking, replating, taking the chance that nothing will survive or even germinate, etc.
But, if you are looking to get into the production of seedlings, then there are plenty of people here who could assist you with the basics of where to get supplies, etc. But, I have seen those ads and they seem to present it like you just plant the seeds, water, wait a while, then you get an orchid. It's not that easy, sorry to say.
Best of luck with getting your money back, if you so choose. On ebay, I never purchase anything like plants or such from out of the US - it's too risky and there are too many scams out there.
Good luck - If you plant the seeds, I hope they grow into some exotic plant that you never knew you needed!

Amazon, too has "orchid" seeds listed for sale from a third party seller. A few people did comment in the reviews. The same seller also has seeds for a black rose and a rainbow one that is obviously photo shopped.

Yeap. Those rainbow rose seeds are for sale on Ebay, too. I've seen them selling seeds for blue phalaenopsis as well.
I guess I hadn't looked on Amazon, but I know on Ebay, I've gone through the process of reporting these impossible scams, but it doesn't do any good.

There's a very simple reason that complaints against these sellers go nowhere. Push comes to shove it lands in court, and because the buyers broke the law in the first place, under the "clean hands" principle they have no legal recourse. Legally speaking, it's akin to suing a heroin dealer for low quality product. The sellers have the money, and EBay has their fee. Everyone with clean hands is happy, and legally that's all that matters.

Seeds aren't illegal to import without paperwork in the same way plants are. I had ordered orchid seeds from the OSP in the US, and there was zero paperwork needed. The only limitation was that seeds of plants listed under CITES appendix I couldn't be sent abroad (All Paphs/ Phrags and a handful of others).
Even cannabis seeds are legal to own (at least in France and some other EU countries). You can have seeds, but you just can't grow them....

Your understanding of plant importation laws in the US is flawed. A permit is most definitely required to import seeds into the US. Small quantities may be imported without phytosanitary certification under the small seed lot exemption, but a written permit is certainly required.

I agree, there are not orchid seed...
also in an italian forum, I readed about someone who have bought "orchid seed" from China and get Mirabilis jalapa's seed... I don't know what kind of seed are these...
