Default Calling any SLC experts

Again this SLC dream catcher makes me very confused ok had it for a while now and flowering has been sporadic the odd one here and there. There's always new growth coming but most often they are empty no flower bud containing. It sits outdoors so receive temp drop at night. It gets bright light but indirect and I have stop feeding it as was worried it was fert that is making it too much leafy growth and not enough flowers. So how do I get it so that every new sheath contains a flower.?
