Is this phrag in the group that likes to have the pot sit in water or is it not?

Your Phrag. Franz Glanz is a good candidate for growing "wet", where water is left in the saucer at all times. It's got none of the caudatum group in its ancestry.

Just be sure to keep the water fresh, so it doesn't get stagnant. I try to refresh it 2 - 3 times a week, sometimes more, sometimes a little less.

Another consideration for you is that phrags really do prefer high quality water, and a minimalist approach to fertilization. They did just fine with city tap water, and an occasional rainwater flush.

But, if you have rainwater, RO, distilled or other filtered water, your plants will definitely benefit from regular use. When I switched to mostly RO and rain, these guys really took off. It really is the biggest secret to orchid care that everybody knows.
