Both, but more genetic than light.
Too often, someone irresponsibly spread everywhere on the magazine and internet blog about leaf color and light, thus creating a huge confusion for beginners.
Many phals just have darker greens than others.
I grow all my phals in "high light" and the leaves are darker than broccoli after being steamed. lol
and some white alba and yellow phals are even darker, so much so that they actually do not look green.
Then I have some that are light green, and some are yellowish green. They are all getting the same high light growing and flowering well.
So, I'd say it's mostly the genetics of the plants.
I always say, when you first get your orchids (well grown ones), make a mental note of the leaf color and tone. Try to keep them that way.
