Different countries have different laws and procedures. Best to ask the agriculture department before the trip.

Totally agree. There's usually a form to fill out, and a small fee to pay - to begin with that is. Different countries have different rules. Flasks can simplify processes sometimes. But bare-plant (no flask) - that can be a hassle, as it would usually need to survive quarantine, and maybe survive fumigation, and the application might have to pay a fair bit of money for quarantine etc. No guarantees of surviving...... but the money would need to be paid anyway. On the other hand, if a big plant makes it through all this, then at least there's no need to wait ages for a flasked plant to grow up to flowering size.
