I'm not sure I can simplify flower count and number of spike production down to just environmental conditions.
It's a combination of both.
The species or hybrid will determine the range of the number of spikes and flowers produced for that particular species or hybrid based on genetic potential.
For example:
Phal modesta may produce a range of 15 - 20 flowers per spike, per plant; and produce a range of 1 - 2 spikes per plant.
Phal Mini Mark may produce a range of 1 - 3 flowers per spike, per plant; and produce a range of 1 - 2 spikes per plant.
Environmental conditions can alter these production rates either within these ranges or affect the plant so drastically that the plant may produce far less in number of flowers or prompt the plant to not spike at all. In other words environmental conditions can change genetic expression to a limited degree.
