It is shutting down the roots whose tips got disturbed during the repot. Not to worry, those roots could regrow later on, maybe by branching.

Wow,
All of you are so educated on Orchid's and their care. I am learning. I have 6 phals and am very new at growing. I love them and check on them several times a day. I live in HOT Florida!! Any suggestions on the best fertilizer? I have been feeding them with Orchid Food, is that the same?

It all depends on the drainage & if you can keep it from sitting in standing water. The thought process behind repotting when they are in active growth is that at that time the plant will establish itself quicker to the new surroundings. Be it a pot or a mount...if it's actively pushing new growth and roots...it's going to more quickly become settled in the new set up.
