Is the brown area on the pbulb soft? If so you may lose this plant. If you cut off the new growth, there may not be enough root to keep it going. If you don't cut off the new growth you may end up losing it anyway. I wouldn't water it anymore. Too much water probably is the culprit that started the rot to begin with. One thing you might do, if the rot continues, is to cut off the rotten pbulb from the older pbulb attached and seal the wound with cinnamon. A dormant eye may sprout from it. I would just stop watering and hope the new growth puts out enough roots to keep it going. If you just bought this plant, I would take Guido wit yous and demand your money back or else. Take da canolli wit ya.

Hi Sonya and James
This plant is a new purchase. Just received it yesterday. I contact the seller and he refund my money and told me to keep the plant but I just don't know how to handle it.
The brown pbulb still hard but have a lots of brown dry bug on it. Should I used Bayer to spay it or used alcohol to clean it? Thank you!

Id start feeding it with kelp rooting hormone, nitrogen, and try to get some vegitative growth on any new bulb, while watching to see the bulb rot does not progress. What you need are new roots. I think that rot like this happens when the plant is watered too much while in a dormant state. Rooting is activated by conditions. Bright shade with direct morning sun, good draining medium, wind, airflow, and lots of water. If you know anything about semi hydroponics, that might be ideal.
