Even if it does recover, it will take several years for it to do so. If you're as new to this hobby as you seem to be, I think it would be in your best interests to toss this plant in the garbage and go get another one.

MISTING THE PHAL!
They don't need it.
I think the rot may have happened because water got into the stem (the braided part where the leaves weave together is the stem) and rot set in. Phals are really prone to rot, any standing water on the leaves or the stem can cause rot to set in.
Phals like to dry out a bit. I only water mine every 7 to 10 days, sometimes longer in the winter, when the climate is a bit more humid. I get the best root growth, when I leave my phals alone for a while. I forgot about them for a couple of weeks back in January when life got busy... and I got explosive root growth as a result.
We all kill one or two plants when we're getting started. It's not the end of the world. Hybrids are easily replaced, it's not like you've killed an endangered species here.
