But then again... Those are beautiful roots. granted, it is crowded in there, and the moss looks like poor quality but they did flourish, and bloom like this.

You might want to consider leaving them in their tiny containers, but placing those containers in larger vases (or no vases at all), so that more air gets in. The moss will eventually dry, if your do not water as frequently. Once you learn the drying pattern, you can then water, sparingly, and keep an optimal humidity level going.

All my phals are in sh as of last summer, and while most are doing well, I'm starting to lean towards repotting them again in good quality Sphagnum moss.

That particular moss is sheet moss. It's more open and holds much less water than sphag. The phal can do just fine in it but you do need to be careful of overwatering in any kind of moss.

The bigger issue, as I see it, would be the fact that the moss is too high around the "neck" of the phal. Trapped moisture in that area could result in crown rot. If you opt not to repot...pull the moss back a bit or remove some so it isn't so high.

If you want to leave it in the moss (I personally like moss)...the roots will tell you when to water. When they are green (as in your pics) they are ok and don't need watered. But, when they turn a silvery/gray color...it's time to water again. Easy.
