What's happening to my dendrobium?

Hi,

I have a dendrobium victoria-reginae. What is happening just below the leaves? It's solid. I don't think it's a bud because the other buds were much smaller. I cut back to watering once a week instead of twice a week when the seasons changed and the leaves got wrinkled as a result. Is this going to be a new cane growing here or new leaves that are backed up because the top ones are wrinkled? Thanks for your help!

Yes, looks liked new growth is badly pleated.
Make sure the media isn't too dry.

I also recommend adding media to the pot, so that it reaches the base of the canes.
