That's appalling. I'm training as a pet behaviorist: that's a very good way to turn a friendly dog into a dangerous one.
Over here there's always talk of tightening dog laws. Personally if we are going to do that I think we also need to bring in a law against people who 'provoke or incite' a dog to bite.

We didn't see our postman coming up the street one day and we got out of our car with our little dog, who ran up to him barking. That postman was really quick on the draw and our poor dog got pepper sprayed in the eyes.
I also had a package of orchids go missing, but mine was during the summer. 3 weeks later it showed up. Tough plants, but a year and a half later and my vasco still hasn't bloomed. I got a free coel and vanda in that package, though. They are doing well.

I absolutely agree with this. My labs are sweeties, they love everyone, but Jet is a large black dog and he's a very anxious, high energy dog and people just act like complete idiots toward him. I don't leave him out unsupervised anymore, because I have gone out to check on him and found neighbors (yes, adult neighbors, not kids) teasing him or their kids making barking noises at him to set him off.

It does. I generally just say to Jet, very loudly as I'm taking him inside, "Aww! Poor Jet. I'm SO SORRY that SOME PEOPLE HAVE NO CLUE how to treat dogs. It's a good thing they DON'T OWN A DOG, isn't it? They wouldn't know what to do with a dog if they had one. Let's go get a cookie!"

I called and told the post master. While I cant guarantee his safety. But the only thing he has ever shown aggression to is that of armadillos (he has run down and killed 2 that I know of). Or a skunk. He fought with a rabid skunk for most likely an hour before anyone got home to shoot it.
Or my brother....but he drives a humongous truck and is a big guy. (We feel it has to do with his previous owners who relinquished him).

Lexi has a few of those hangups, because she was dumped so many times. She's got separation anxiety and whenever I leave the house, she whines and cries and fusses and then she will grab the people that are home by the sleeves of their shirts and take them to the door that I walked out of. My husband says "It's like she's saying, 'Bring Mom back!'" She has just been abandoned so many times, she can't really handle being separated.
