Sea weed is a broader term that includes sea plants like kelp.

Sea weed products do have root growth stimulating chemicals I read, but not much of fertilizer on its own.

Isn't that type of root growth indicative of the plant waking up from rest?

It may be, but this plan was not really resting it was growing 2 new leads that are about 18 inches long.
