Default Cym's new growths

My cym (the one that had the impatiens growing in with it) is finally doing something. After watching the growths for the last two weeks, it seems to be leaves rather than spikes. In my limited experience, I've read that growths usually come after spikes. Does this mean that it's not going to grow spikes at all?
I despair ever seeing flowers again on this one!

Camille, I grow only a handful of cyms so I'm certainly no expert. But last year one of my cyms put out 3 flower spikes and one new growth all at the same time.

I don't know if this is the norm or unusual, but don't give up!!! It may spike yet!!!
