Some vanda toppings that I have bought over the years were treated like this ... they were cauterized (until lightly charred) then dipped in wax. On average, the cauterized area is about 1 square inch at the bottom of the plantlet.
I use this process on a vanda that 'needs' topping, for example, one that has lush foliage (and roots) at the top of the plant but nothing in middle. The effect of cauterizing is to seal the bottom of the lead growth where I've made a cut and stimulate new root growth at the knicks I've made along the lead growth.

What happened to all the roots to begin with? The leaves look OK, but the roots are missing!

It looks like you're taking good care of it, anyway. Just make sure the humidity is high so the plant doesn't shrivel up while it's producing roots.

As for your question about Vanda culture:

Generally speaking, Vandas like high humidity, lots of water, good air circulation, and fertilizer during the growing season. They also need very bright light to bloom. With the exception of coerulea, they're warm growers.

Good luck with that vanda, and keep us posted if it sends out new roots or blooms.
