I need to order some clear pots online but when they advertise and list in inches, does that indicate the height of the pot, the diameter of the base of the pot, or the diameter at the top of the pot??

Usually the dimentions are clearly expressed.
If you just see numerical values, then you might just want to contact the vendor to be sure.

A 4 inch ( or any other size) pot is usually 4 inches across the top.

I agree, the size usually indicates the diameter at the top.
