Default Cutting stalk?

Phal has lost blooms. How much of the stalk should I cut? Can I go all the way down?

You can leave the spike on or - cut it off. Some believe that cutting a spike helps Phal to focus on growing roots. Others say that the spike will dry naturally when it has to.
I always cut mine off. It doesn't hurt the plant but rather signals that it times to recharge the batteries.

How are the roots?

From what I can see they are fine. Nice plump and green. But I haven't repotted yet cause it was still flowering. . . Thats why I was asking cause I want it to concentrate on root development. It already grew another leaf not to long ago

I always cut my spikes just above the third notch, and the plant, if it is healthy, will usually put out a couple of side shoots with more flowers. This is especially true when you buy a sale orchid at Lowe's and don't know what the flowers will look like.

Cutting just above a node like this can actually force a not so healyhy phal to flower again. Though not always. I don't do it just in case.

I prefer to cut down as low as possible without damaging the leaves. I sometimes leave the spike but more usually cut it off.
