Beverly, you hit it on the nose.
Those are venturi devices, so rely upon a pressure drop from the inlet to the outlet to draw in the concentrate.
Anything that lowers that pressure drop - low flow rate, low water pressure to start with, long-, or small diameter hoses, water breakers, nozzles, etc. - will affect the ability of the venturi to function.
The simplest solution, although probably the least convenient too, is to put the Siphonex at the delivery end of the hose, rather than the supply end. That means, of course, that you pretty much have to carry the bucket of concentrate around with you as you water.
I mostly got around that by 1) installing a longer feed hose from the concentrate to the siphon, 2) running a large diameter hose (minimizing the pressure drop - it was 3/4" ID) from my spigot to a convenient place for centralized watering, 3) Attaching the Siphonex to that, then 4) using a short length of large diameter hose from that to a very unrestrictive watering head, like blanco recommended. (I actually prefer the 400 or 1000 heads, for greater flow with no restriction.
