I was curious if a root that has a healthy green "crunchy" exterior, but is connected only by the "inner string" is still a viable root, or it can safely cut ?

The velamin is crunchy but as long as the wiry root is somewhat flexible it can still put out new root growth. If it is in no danger of rotting just leave it.
