psychopsis HATE to be re-potted and can sulk for a long time when they are. Also on my different plants I've found the spikes can take a long time to develop (I currently have five, at different stages) and to put out a flower. For mine, the biggest difference with them seems to be (no surprise) how much light they get. I tried having one in my living room near the window, and it just sat there and did nothing. It wasn't until I moved it back under my lights again that spikes grew longer and over the last few days, are now working on flowers. Even when making a flower, they can sit for a very long time. Your's def looks like one is developing, and the markings indicate it's bloomed there several times before. Overall, my take is that you are in good shape :-) Perhaps try more light.
