What does it mean when my Phal's leaves are limp, blotchy and drooping? See photo.

My guess is the roots are bad. What do they look like?

I recently repotted this guy, because there was too much moss in the pot it came in. There was minimal root rot, which i cleaned up. The spike is very healthy and blooming though.

Based on your other post about a unhappy and wilting orchid where you say you only MIST your bark growing plant every 2-3 days, your underwatering.
Bark needs to be watered well to retain moisture especially when new. New bark ( if you repotted) should have been soaked for at least 24hours otherwise it will dry out in a days time.
Only misting even with a initial soak is not going to cut it.
Give your plant a good soak of at least 1/2 hour. If your having trouble knowing when to water again a skewer or pencil in the bark will help. If the wood is still moist when pulled out, wait another day or so. If dry, water.
From the looks of it your going to lose at least the 2 lower leaves because they have gone without enough water to substain them for too long.
Don't worry, you'll get the hang of when to water. Just pay attention to the weight of the pot before and after watering and you'll know when to water without depending on a skewer.

I agree with Judi, it looks like you are under watering. Also, the lightening of the leaves could indicate the plant is not receiving enough light.

How recently did you repot? You could have had some root rot between now and then. Also, repotting could expose roots to funguses and virus. I'd take a look at those roots if I were you.
