It looks like it could be the start of a new pseudo bulb, that's normal. Do you have a specific question about it?
Thanks and YES! lol I'm really new at this. So if it's growing a new pseudo bulb does that mean it is in its growing period? Do I need to fertilize and water it more?? or less?
Yes, it is starting to grow. So you can start the weakly, weekly fertilizing regimen. You can watch it closely to make sure that it is getting sufficient water. It still needs to be close-to-dry before watering it again. Once the growth matures, it may bloom for you.
You will notice that the pbulb the new growth is growing from just started to put out new roots about a month or two ago. The new growth won't put out new roots until around this time next season after it flowers. If you give this new growth the culture that it needs it will flower for you when it becomes mature. Water this orchid thoroughly and then let it dry and then water it again. Give it more light as from the picture it is a little too dark green. Feed it every time you water with a dilute fertilizer. 1/4 strength or ask Ray of Firstrays here on this board for his recommendations.

PS, this would be a good time to repot this orchid. The newest pbulb has just started putting out new roots and they are just the right length for repotting. Just drop it into the next larger size pot. If the old media is still firm and has not noticeably degraded just put the whole thing into the new pot with some new media. If it has started to degrade then "CAREFULLY" remove the old media and repot into fresh media. Good luck.
