I just received several phals via UPS and they unfortunately suffered cold damage - we live in Pennsylvania. They are spiking and the flowers seem to be coming on, but the leaves are showing much stress. Would it be best to cut spikes so that plant can use energy to rebuild leaf and root strength?

I would think yes, cut the spike. The plant is expending its energy to flower. Then again I would think cold damage would have also finished off the buds and spike. That's the danger in ordering in winter when you're in the northeast. I usually wait for a show to purchase anything this time of year.
By the way, Welcome!

Bill

OK, thanks very much. And, yes I will order at a warmer time of year.
