It can be difficult to get Cyms to bloom growing only indoors. They want a good deal of light spring-summer. And most need chilly night temps in autum. Perhaps they need more light during their growing period...? Mine take full sun most - to all morning in summer.
I've never treated mine differently right after repotting than I would normally.

I agree with WhiteRabbit, mine get considerably more light than they would under a tree. And I re-potted and set them out in their summer spot right after I was done. If the leaves are quite dark green and long and lanky, they are not getting enough sun. They should be a medium to light green and mostly stand upright and then they are getting enough sun.
When introducing to higher light, do so a bit gradually to avoid burn, but once acclimated they can take a good deal of light. The usual recommendation is to avoid mid-day light (at least during summer) - tho I have had one that got light from mid-morning to mid afternoon, and while it's foliage is maybe lighter than desirable (very yellow-green) - it was fine.
There are several reasons causing the lack of bloom in a Cym but the primary one is lack of light, especially during the growth period. After a gradual introduction to bright outdoor sun light, give your plant as much sun as it will tolerate short of burning the leaves until frost.
It may be too late for adequate growth for a bloom next spring, but get it out again next spring in bright light as soon as danger of frost is past and hope for the best for 2014.
