I know the frostii was NBS, and think one more was a division someone raffled off. So perhaps that's part of the reason?

What is the temperature range they're subjected to?
Maybe you're growing them too warm or not warm enough?
It looks like Bulb frostii can possibly take temperatures down into the low 50's F without a problem; while Bulb sikkimense might need to be grown warmer, idk.

If it is NB size then it must bloom next cycle....look at pictures of matured plants in bloom for your Bulbos online and compare them to what you have....maybe your Bulbos need to establish itself and grow mature bulbs to produce blooms

How about your humidity? Bulbo tend to like humidity. Just a thought... I know after i put some of my plants in a high humidity tent they took off.

King, I Leave the frostii out until temps reach are about 55at night, 45 for sikkemense, and the last one is in a terrarium that doesn't go below 60 except maybe a tad on really cold winter days. The terrarium has between 10 to 15 degree difference from day to night with humidity around 80 or higher.
Outside, the humidity ranges, but we tend to have 60 or higher humidity quite a bit. Inside, it's around 40 or so during its short stay inside.

Bud, only the frostii was nBS. That was about two years ago and was supposed to bloom in next bloom season. But we know how that goes sometimes, lol...

I have mine in the shade, under counter etc., They are in cookie trays filled with water three days of the week. Watered once a week from the top with Bills best fert. weakly They are crowded together with a fan going 24/7. The water in the cookie trays not only keeps them moist but raises the humidity. Planted in spag and coconut husks. Since I started growing in the cookie trays amazing results.

Humidity does amazing things for orchids..... I once read that most tropical plants get 35% of there water from humidity.
Paul.... Think if you can give 55-85 f and 70-80% humidity, good air movement with your normal watering you should have good results.

20-20-20 may not be the right fertilizer ratio when they are differentiating flower buds. I read in an AOS mag somewhere around the late 90's that orchids grow bulbs when their nitrogen ratio is too high. Why don't you read up on when they flower and then 2 months before they flower switch to a low nitrogen fert for a couple months and see what happens.
