I'd let all the shoots develop.
They'll want a "rest" from watering through the winter of a couple of months - basically, once they stop growing, withhold water unless they look *really* sad and then water and fertilise like mad once they start growing again. Without the dry period (or a "no fertiliser period" also works for some), you don't get flowers, you get keikis!. My nobile has multiplied like a trooper...
