I don't think it is permanently stunted. If the plant is small it might not be big enough to bloom such a large spike yet. Can you tell if it has bloomed before? If it hasn't and since it is small it might be a first bloomed seedling and will produce bigger spikes as it gets older. It also could of only bloomed four blooms on such a small spike because it didn't have the strength to put out a larger spike. It might not be getting enough light, water, or other things it needs to bloom better. If it is a mature plant this is probably the case. Remember Sonya's plant is very large in a 10" inch pot so it is very big and strong. If your plant hasn't been grown well or taken care of right in the last year or longer it is less likley to bloom with a lot of flowers or multiple spikes.
Does your plant have a tag saying it is Oncidium Sharry Baby? I ask because I have seen people on here post pics of an Oncidium that is a totally different color of this plant and call it a Sharry Baby. I think they thought an Oncidium in general was called a Sharry Baby. I have never seen a pink or yellow Oncidium Sharry Baby. They are a brown/red color usually with white on the flower.
