I have one species of Masdevallia that is doing what you mention. The bud is there, but has not developed much at all. It was strong enough to form a bud, but apparently did not have enough energy to follow through. The tiny bud has been sitting there for over a month, maybe more, and has not progressed to a fully formed flower yet. Not sure if this is because the plant was a severely weakened imported plant or not.

If ever there was a tease this one is it.
