No, To me it doesn't erk rot. I see my bulbs do this becuz of higher lighting (sunshine) it could also mean as already mentioned, they're becomming back bulbs which is why new growth has started. The newer growth should be of equal or bigger in size once matured.
Roots are comming soon, just give it more time.
