This is my only Cattleya at the moment (C. intermedia var. coerulea). I have had it since June and it has produced new growth for me and this little thing in-between the leaves recently.
I presume/hope that this is the start of a bud sheath?

Yes that is a flower sheath starting to develop but be warned it can still take months to produce a flower but you can check on development by holding it up to the light and looking through the sheath.
I agree with Cricketerry, the psuedobulb is producing a sheath but that doesn't mean that it's ready produce buds. If a psuedo bulb is going to have a sheath, the sheath will grow as the psuedobulb grows. The plant is just preparing itself for the time when it normally flowers. To confuse things even further, buds do not always form in every sheath and buds can form on psuedobulbs that have no sheath. Never the less, it's always nice to see sheaths in the hopes that flowers may eventually follow. Good luck.
