I would cut off the mushy stuff. Soak for a while a day (mine get soaked up to 1 hour a day)--however, I live where it is dry. I bet it'll perk up.

Your reading of 4000 foot candles is OK for Blooming almost all Vanda. It is on the lower end of its light range but is sufficient to flower. Actually my Vanda house in Florida sun is often in the 4000 range, seldom over 4500. It just takes a little longer for them to adapt to the light level.

For beginners not all Vanda require high light. There are numerous sub-families in the Vandaceous group. How many members reading this know that Phalaenopsis are in the Vandaceous family.

Rhyncostylis and their hybrids can flower in light almost as low as Phalaenopsis. Rhy. gigantae will be coming into bloom in the next two months and are smaller plants with spikes of 40-60 small flowers and lightly fragrant.

Amsteele2...You may pot it in the phal mix...but make sure it is warm(70F in the day and 55F at night)...do not let the roots get cold...you may use an electric heat mat or a portable heater...with a humidifier and a small oscillating fan...if it is potted, then water it only every other day and once a week fertilizer...and bright shaded sun...
in the summers...if you can put it outdoors...summer humidity and heat is fine for vandas...let the roots hang loose outdoors and hose it twice a day

Amsteele2, if it was my vanda, I wouldn't pot it into clear plastic pot with phal mix.
If you are not comfortable with vase and would like to pot it, use something more breathable, like vanda basket and take very coarse potting medium. Big chunks of bark or coconut husk chips. Throw just a handful of that medium, not covering all roots, so it will provide some humidity, but will allow airflow to the roots.
This is just my opinion, I am not an expert with vandas, but had some good results with them in vases and vanda baskets with coco chips .

I keep mine close to the windows when they are indoors, so they do get a drop in temperature at night. I put them outdoors as much as possible in the summer to try to give as much light as possible without burning, so they also get a temperature drop at night in summer. My Pakchong blue is a really good bloomer, it's on it's 4th spike since May.
I feed once a week year round. Mine are in baskets with sphag and charcoal and are watered when they just dry out. It works out to once a week in winter and once every 3 days in summer for me.
