Unfortunately, that is not universally true.
I totally agree that, being in a flask, the plants are obviously "artificially propagated", which makes them exempt from CITES, but some authorities look beyond that.
For example, it is nearly impossible to get endemic Vietnamese paphiopedilums in the US. The "logic" being that has the government has never issued CITES documentation for nursery-grown stock, the in-vitro plants must have originated from illegally-collected plants...
