Generally it's a good idea to avoid repotting in bloom, however with Phals this is not for the health of the plant, but rather because you might loose the flowers. If a phal's roots are in a bad way, if the medium is making it worse, then saving the plant by repotting sooner rather than later is the best way to go.
It's a good idea to check the roots and to make sure they are drying quickly enough. Phals like air around their roots and if the sphagnum is too packed and wet then no air will get in. Some people don't like moss at all for potting them in, others like it, it's a matter of taste, but sodden and compacted is bad in everyone's book and roots are likely to rot in that.
I like phals to dry in about a week. Two weeks at the VERY outside, but I'm worrying about them then. It's important to know that it's not just dry on the top, but right in the middle of the medium as well. Some people use skewers, others use the colour of the roots at the middle/bottom when using clear pots as ways of judging when it's dry and when to water.
