exactly, that's the way to go! Do not be afraid of cutting off all teh roots when the plant in dormant (actually this is recommended when repotting Catasetinae - even though not alway, but those are more exceptions to the rule and need some experience!). As for starting watering, more important than the growth itself, are the roots. Wait until they are at least 2 or 3 inches long (sometimes the roots grow a lot quicker than the new growth!)
