I looked at your posted picture and you dont have a dryness problem. It might be due to the cold and damp(roots are on the verge of rot), the roots are not sucking in moisture thats why the pbulbs are wrinkled...Do not water it for a week...that plant wont die...then do a once a week 5 min soak in tepid water then alternate the next week soak with water with fertilizer...its near winter and you need to ease up on watering...hopefully when the heater is on, you will have a pleasant temperature for your plant and the damp will be a bit gone...in April (or when spring comes and no more frost) you can resume the regular watering regimen
