I agree it looks like new growths to me.

Just to be clear though, you should not think of them as new plants and you should not separate them from the existing fan.

Sympodial orchids have many growths on one plant, not just one. This type of paph tends to only have one or two active ones at a time, and the older ones will slowly die off after flowering (I generally find it takes 12 months or so with this type of paph). However it's still best to leave them connected so the new growth can use the root system which is already established with the older growth.
