Only if you don't have access to an orchid seed sowing lab in your country or are not able to sow orchid seeds yourself.
Sowing orchid seeds is not like sowing the seeds of a snapdragon or something. It requires sterile conditions and growing them on a sterile agar nutrient gel, or a nutrient gel that is similar to agar; inside a sterile bottle.
I highly recommend sending them to a lab as soon as you receive them. Do not even bother opening the packet of seeds. You will almost certainly spill the contents of the packets as the seeds are so small that they would be near impossible to collect without damaging them or straight up losing them. They will either look like a collection of white, yellow, black, or brown dust - depending on the species of orchid the seeds were collected from.
If they were sent in a small plastic baggie or some folded piece of plain white or wax paper in an envelope without serious protection, the seeds will easily get damaged to some degree or another even though they are the size of dust particles.

I had already sent for medium from Western Orchids...I think I over ordered a bit ...so I thought I'd try some seed by mail before my Phal capsule is ready

Another caveat - they might not even be orchid seed.
I remember seeing a photo of some "orchid seed" someone had imported from somewhere in Asia, and they were large, not the "dust" that is orchid seed.

Forgot...
If they're selling you roughly 100 or 200 seeds per packet, it's really not enough for you to go around and get anything substantial from them. Ideally you'd need thousands of seeds, which means purchasing several packets.

And thanks again Ray....I saw that post too....but seeing as I'm up in the yukon and there are only 2 months where its safe to ship orchids, I figured I could try....it cost me less than buying a different orchid here
